1ST JOB DESCRIPTION: (PORJECT ACCOUNTANT)

Brief on Project Description: Women’s Innovation for Sustainable Enterprises (WISE): The WISE Project seeks to leverage the enormous potential and agency of Ghanaian women entrepreneurs aged 19 to 55 years in rural and peri-urban areas by employing both demand- and supply-side interventions to contribute to increased realization of rights to economic empowerment, well-being and inclusive economic growth in 2 districts in the northern region (Tolon and Kumbugu).

JOB TITLE: Project Accountant:
Unit : Finance
Reports Directly to: Head of Finance
Location : Tamale
Job Purpose: This role provides for the financial management of the project.

Dimensions of Role: • The Project Accountant will be responsible for the management of the project budget, providing oversight, reporting and analysis on the financial health of the WISE project.
• The Project Accountant will also be responsible for ensuring compliance to donor requirements, government requirements, and URBANET’s financial management and compliance standards.
• Preparation financial reports to present the overall financial health of the WISE project for decision making.
• The post-holder will be based in Tamale but travel to the project districts where the WISE project operates.

Key Responsibilities: • Review project transactions and correctly enter into records books;
• Review project sub-ledger for all advances and prepaid expenses and follow up on outstanding advances;
• Monitor and review advance liquidation;
• Create standard report template for project team to ensure consistency in reporting;
• Prepare quarterly, semi-annual, year-end financial reports and analyze as per required instructions for management decision making;
• Assist the Project Coordinator in the preparation of quarterly, semi-annual and year-end financial schedules of the project;
• Ensure proper filing (electronic and hard copy) of grants financial reports
• Lead the preparation of the Project annual budget in collaboration with the project team;
• Monitor project budget on a monthly basis and modify when necessary;
• Consolidate monthly project budget and financial report;
• Maintain a budgetary control system to monitor grant budget vs. expenditure and advise management on variances and corrective actions required to be taken;
• Project payments made as per approved policies and procedures;
• Review all vouchers for completeness and documentation and arithmetic accuracy.
• Prepare Project Financial audit action list after each audit ensure its compliance
• Monitor and submit quarterly report on project financial risks
• Prepare for donor financial audit

Qualification and Experience: • Minimum of HND Accountancy with a minimum of 3 years of relevant professional experience.
Required Skills: • Self-starter takes initiative and works with minimal direct supervision.
• Flexible, able to shift directions quickly and occasionally work long hours to meet tight reporting deadlines
• Ability to fully function in English (verbal and written) is essential.
• Proficient computer skills and use of relevant software and other applications (e.g. word processing, spreadsheet, PowerPoint, access, database, internet) and other applications

2ND JOB DESCRIPTION: (PORJECT OFFICERS)
JOB TITLE: Project Officer

Programme Management
Reports Directly to: Project Coordinator
Location : Tolon & Kumbungu Districts
Job Purpose : This role provides for the direct implementation of project activities across the project communities in the Northern region of Ghana.

Dimensions of Role: • The project officer will mobilize project beneficiaries and other key stakeholders at community and districts/municipal level to address the root causes of gender inequalities through gender-transformative approaches.
• The Project Officer will directly engage in beneficiary and stakeholder mobilization in support of the Coordinator for meaningful male engagement to support women’s improved agency. Feminist principles of collaboration, participation, transparency and respect for the agency of women entrepreneurs will be integrated in all aspects of this role.
• The post-holder will be based in in the district and travels to project communities where the WISE project operates.

Key Responsibilities: • Mobilize and implement quality project activities and the harvesting of project results and donor deliverables at community and districts/municipal levels.
• Mobilize groups as entry for project interventions
• Support Project Coordinator develops capacity programmes to deliver to associations and groups.
• Collect and collate data to support monitoring and for semi-annual tracking report of the growth and development of self-groups and associations related to the project.
• Mobilize and facilitate the development of producer association values and principles
• Mobilize and support the facilitation of linkages with relevant district/municipal institutions towards the registration and formalization of businesses
• Provision of regular and timeous activity implementation reports
• Any other duties assigned by Supervisor

Qualification and Experience: • Minimum of 1st Degree or equivalent in the fields of Agriculture Economics, Business Administration, Entrepreneurship, Enterprise Development plus 3 years of relevant professional experience.
• Proven experience in Agricultural Value Chains, Enterprise Development, Green Businesses and Financial Inclusion
• Progressive experience working for NGOs at community and district level.
• Capacity building experience in community mobilization, implementation, data collection and reporting.
